- The Government of Sierra Leone has received financing from the World Bank toward the cost of the Sierra Leone Land Administration Project (SLLAP) and intends to apply part of the proceeds toward payments under the contract for Construction of Sierra Leone National Land Commission National Headquarters Building in Freetown and Provincial Headquarters Buildings in Bo, Kenema, Makeni and Port Loko.
- The Ministry of Lands, Housing and Country planning (MLHCP), acting as implementing agency, now invites sealed Bids from eligible Bidders for the construction of the above-mentioned civil works as a single contract. The contract shall cover a period of twenty-four (24) calendar months (excluding the defects liability period of 12 months). The specific scope of works to be performed at each location are indicated in shown Section VII: Works’ Requirement of the bidding document.
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers Procurement, Seventh Edition, September, 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- The RFB document shall comprise the following:
- Volume 1: Standard Bidding Document (Bidding Procedures, Qualification
Requirements, Bidding Forms, Works Requirements, Conditions of Contract, Contract Forms;
- Volume II: Works Requirements (Bills of Quantities, Works Specification, Drawings);
- Volume III: Supplementary Document (Soil Test Reports, Environmental and Social Management Reports, Asbestos Management Plan for Freetown)
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): seventy percent (70%) and for Bid cost: thirty percent (30%).
- Interested eligible Bidders may obtain further information from the Project Coordinator, Sierra Leone Land Administration Project, Ministry of Land, Housing and Country Planning, located at Youyi Building, Brookfield’s, Freetown, and inspect the bidding document during office hours of 0900 to 1700 hours Sierra Leone time at the address given below.
- The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Two Hundred United States Dollars (US$200), or its equivalent in Sierra Leone Leones, or freely convertible currency acceptable to the Employer. The method of payment shall be Electronic Bank transfer (No Cash or Cheque payment shall be permitted at the Project Office).

- Conflict of Interest (format attached in Section IV – Bidding Forms) Bids must be delivered to the address below on or before 1400 hours Sierra Leone time on 12th August, 2026. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 12th August, 2026 at 1410 hours Sierra Leone All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
- All Bids must be accompanied by a Bid Security of One Hundred and Fifty Thousand United States Dollars (US$150,000), or its equivalent in Sierra Leone Leones, or freely convertible currency acceptable to the Employer and (ii) Local Labor Method Statement.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
