Dr. Turad Senesie
Hon. Minister of Lands, Housing and Country Planning
Dr. Turad Senesie is the Minister of Lands Housing and Country Planning in the Republic of Sierra Leone. Prior to his current appointment, the educationist was Deputy Minister of Technical and Higher Education.
Earlier, Dr. Senesie has served the academic sector in various senior capacities at Njala University for Fourteen (14) years and another Sixteen (16) years in the Sierra Leone Police (SLP) force.
He is widely acclaimed as a disciplined professional with vast experience in participatory approaches for research and training, excellent facilitation and communication skills.
The Lands Minister holds a PhD in Peace and Development from Njala University; MSc in Humanitarian and Refugees Studies from the University of Ibadan; MSc in Agricultural Economics, University of Sierra Leone and BSc (Ed. Econ) from the University of Sierra Leone.
He has worked at the World Food Programme (WFP) and served as an Information Officer in the Sierra Leone Police (SLP) during his tenure as a police officer.
Dr. Senesie has published several research works in reputable journals across the globe.

Mrs. Phylis Kormoh (nee Kapu)
Deputy Minister of Lands, Housing and Country Planning
Mrs. Phylis Kormoh is a dedicated and accomplished professional in the field of land management and housing policy.
With a strong commitment to community development, she plays a pivotal role in shaping housing and land policies in Sierra Leone.
Prior to her current appointment, Mrs. Kormoh served as the Executive Assistant to the First Lady of Sierra Leone from 2018 until her appointment as Deputy Minister. In this role, she engaged in various initiatives focused on community welfare and development, demonstrating her ability to connect with diverse stakeholders and advocate for social change.
Mrs. Kormoh is a housing management expert with academic credentials from esteemed institutions in England. Her educational background provides her with a solid foundation in urban planning, community engagement, and policy development.
Mrs. Kormoh is skilled in fostering relationships with communities, ensuring that their voices are heard in the decision-making processes related to land and housing.
She is adept at overseeing development projects, ensuring compliance with regulations while promoting sustainable growth.
With a focus on conflict management, she assists in resolving disputes related to land use and housing, contributing to a harmonious community environment.

Abdul R. M Fofanah
Permanent Secretary
He holds a Bachelor of Arts Degree from Fourah Bay College, University of Sierra Leone in 1989; a Master’s Degree in International Peace Studies and is a United nations fellow on Disarmament. Mr. Jigba also holds several Diplomas and Certificates in Education, Administration, Leadership, Defence Management, HIV/AIDS and Governance.
He started his career in the Civil Service as Assistant Secretary in the Ministry of Internal Affairs in 1993. He was later posted in 1994 to the Provincial Administration, where he served for five years as Assistant District Officer, Bombali. On promotion to Senior Assistant Secretary, he was posted to the then newly restructured and remodeled Ministry of Defence. He served in the Ministry of Defence from 2001 to 2006 as Deputy Director Plans and Programs and later Director of Policy.
Between 2007 and 2009, Mr. Jigba went on Secondment to the United Nations Peace Mission Office in Sierra Leone (UNIPSIL), where he served as National Governance Officer providing backstopping support to the peace building initiative programs of the UNIPSIL Mission.In 2009, on his return to the Civil Service, he was posted to the Ministry of Lands, Country Planning and the Environment as Deputy Secretary.
In 2013, Mr. Jigba was appointed Acting Permanent Secretary in the Ministry of Political and Public Affairs and was confirmed as Permanent Secretary while in that Ministry in 2016. In 2018, Mr. Jigba was posted to the Ministry of Lands, Housing and Country Planning as Permanent Secretary to date.
Alusine Sesay
Deputy Secretary
Mr. Alusine Sesay serves as the Deputy Secretary at the Ministry of lands Housing and Country Planning, bringing a wealth of administrative experience and academic expertise to the role. He is responsible for ensuring the efficient coordination of the Ministry’s operations, supporting the permanent secretariat, and maintaining high standards of of public service delivery.
His strong educational foundation supports his work in public administration and governance. Mr. sesay holds a Master’s degree in Public Administration, a Post Graduate qualification in Procurement and Supply Chain Management and a Bachelor of Arts in History and Sociology.
This diverse academic background equips him with a deep understanding of institutional management, policy implementation and the regulatory framework that guides government operations
Mr. Sesay’s Career is marked by extensive service across both local and central government giving him a broad perspective on the machinery of state. He has served as a District Officer in Kenema where he gained invaluable experience in local governance and community engagement. His portfolio also includes key roles at the Ministry of Trade and Industrym the Ministry of defence and the Ministry of Water Resources and Sanitation.
This cross-sectional experience has honed his ability to navigate complex administrative challenges and foster inter – ministerial collaboration.
In his current role, mr. sesay is dedicated to fostering a well organised and responsive environment within the Ministry, ensuring that its critical work in lands, housing and planning is effectively supported
