Alphajoh Cham, PhD

Director of Planning, Policy & Project Development

Dr. Alphajoh Cham is an Urban Planner, Environmental Researcher, Policy Specialist and Public Health Specialist. He holds a B.Sc. (Hons) in Zoology (USL), M.Sc. (Ing.) in Regional Planning and Environmental Management (Germany) and a Ph.D. in Public/Environmental Health (USA).

Dr. Cham has been very instrumental in the development and formulation of the comprehensive National Land Policy 2015 for Sierra Leone, and served as the National Coordinator for its implementation. He was an Expert Investigator (EI) in the development of the Land Governance Assessment Framework (LGAF) for Sierra Leone. He coordinated the European Union (EU) Urban Planning Project and acts as the Focal Point for the UN-Habitat in Sierra Leone supervising the implementation of the New Urban Agenda in Sierra Leone, and coordinating the development of the National Urban Policy.

He is also the technical focal point for the implementation of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forestry within the Context of National Food Security (VGGT). Most recently, he contributed to the development of Medium-Term National Development Plan 2019-2023, which is the PRSP IV of the Government of Sierra Leone.

He has served in 2020 as the Health Policy Specialist in the Directorate of Policy, Planning and Information in the Ministry of Health and Sanitation, where he supported the development of the National Health Policy, National Health Strategic Plan and the Universal Health Coverage Roadmap for Sierra Leone.

He has over fifteen years working and research experience in land use planning, environmental management and planning, natural resource (land) management, policy development, project management, monitoring and evaluation.
